The decision to return is a<br \/>\n personal motivation and involves an adaptation effort, both human and<br \/>\nsocial.<\/p>\n<p><\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">To<br \/>\n facilitate this process, we provide you with information on how the<br \/>\nRomanian state supports those who want to repatriate and reintegrate<br \/>\ninto the Romanian labor market or who want to return as investors or<br \/>\nsmall entrepreneurs. <\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\"><u>The Ministry of Labor and Social Justice, through its employment and labor mobility policies applied by the <b>National Employment Agency<\/b><\/u>,<br \/>\n offers a range of facilities to Romanian citizens both to those in<br \/>\nRomania and to those who return to country, in order to facilitate their<br \/>\n insertion into the local labor market.<\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">Thus,<br \/>\n Law no. 76\/2002 on the unemployment insurance system and the<br \/>\nstimulation of employment, as subsequently amended and supplemented,<br \/>\nprovides for concrete measures, supported by the unemployment insurance<br \/>\nbudget, for increasing the employability of people seeking employment<br \/>\nand for stimulating employers for the employment of the unemployed and<br \/>\ncreating new jobs.<\/font><\/p>\n<p><font style=\"font-size: 14px\" face=\"Trebuchet MS\">The National Agency for Employment (NAE) implements measures to stimulate employment:<\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">&#8211;<b><u> job mediation<\/u><\/b><br \/>\n &#8211; whereby employers are brought into contact with jobseekers in order<br \/>\nto establish working or employment relationships. Mediation services are<br \/>\n provided free of charge to jobseekers registered in the NAE&#8217;s database.<\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">&#8211; <u><b>information and professional counseling<\/b><\/u><br \/>\n &#8211; offering a range of free services to jobseekers aimed to provide<br \/>\ninformation on the labor market and the evolution of occupations;<\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">&#8211; <u><b>professional training<\/b><\/u><br \/>\n &#8211; which ensures the increase and diversification of professional skills<br \/>\n in order to ensure mobility and integration on the labor market, is<br \/>\noffered free of charge to the persons registered in the database of the<br \/>\nCounty Agency for Employment. Access to training programs is based on<br \/>\ninformation and professional counseling or mediation.<\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">&#8211; <u><b>Assessment and recognition of professional skills acquired in non-formal and informal context<\/b><\/u><br \/>\n &#8211; is provided for people who do not have certificate of professional<br \/>\ncompetence, qualification or graduation for certain skills, occupation<br \/>\nor skill and have any medical restrictions. Jobseekers benefit, free of<br \/>\ncharge, from the Budget of unemployment insurance, services of<br \/>\nassessment and certification of occupational skills acquired in<br \/>\nnon-formal practices. Access to free services for the assessment and<br \/>\ncertification of professional skills acquired in other ways than formal<br \/>\nones is done through information and professional counseling or<br \/>\nmediation.<\/font><\/p>\n<p><font style=\"font-size: 14px\" face=\"Trebuchet MS\"><br \/><\/font><\/p>\n<p><font style=\"font-size: 14px\" face=\"Trebuchet MS\"><b>Granting bonuses for employment as following:<\/b><\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">&#8211; <u><b>t<\/b><b>he activation bonus<\/b><\/u><br \/>\n &#8211; the unemployed registered with employment agencies of at least 30<br \/>\ndays who do not benefit from the unemployment allowance in the case of<br \/>\nfull-time employment for a period longer than 3 months afterwards the<br \/>\ndate of registration with the employment agencies, benefit from an<br \/>\nactivation premium of ROL 1,000.<\/font><\/p>\n<p><font style=\"font-size: 14px\" face=\"Trebuchet MS\">The activation bonus is granted in two installments:<\/font><\/p>\n<p style=\"margin-left: 40px;text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022 A tranche equal to 50% of the amount set at the time of employment;<\/font><\/p>\n<p style=\"margin-left: 40px;text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022 A tranche equal to 50% of the amount set after the expiry of the 3-month period after employment.<\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">&#8211; <u><b>first insertion bonuses<\/b><\/u><br \/>\n &#8211; to graduates of educational establishments and graduates of special<br \/>\nschools aged at less 16 years old, within 60 days of graduation,<br \/>\nregister with the employment agencies and undertake full-time for a<br \/>\nperiod of 12 months, benefit from the unemployment insurance budget an<br \/>\ninsertion bonus equal 3 times the value of the social reference<br \/>\nindicator in force at the time of classification.<\/font><\/p>\n<p><font style=\"font-size: 14px\" face=\"Trebuchet MS\">The insertion bonus set in the above quote is given in two installments as follows:<\/font><\/p>\n<p style=\"margin-left: 40px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022 one installment equal to 50% of the amount set at the time of employment;<\/font><\/p>\n<p style=\"margin-left: 40px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022 a tranche equal to 50% of the amount set after the expiry of the 12-month period after employment.<\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">&#8211;<u><b> mobility bonuses<\/b><\/u> (<b>first employment, installation and relocation<\/b>) of registered unemployed, including long-term unemployed, as follows:<\/font><\/p>\n<p style=\"margin-left: 40px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">1.\u00a0\u00a0 \u00a0<u><b>the first employment bonus<\/b><\/u><br \/>\n &#8211; persons registered as unemployed to the employment agencies may<br \/>\nbenefit and who, according to the law, are employed within a locality at<br \/>\n least 15 km from their place of residence.<\/font><font style=\"font-size: 14px\" face=\"Trebuchet MS\">The<br \/>\n amount is calculated at 0.5 lei \/ km, but not more than 55 lei \/ day,<br \/>\nin proportion to the number of days in which it actually carries out its<br \/>\n work with the employer.<\/font><font style=\"font-size: 14px\" face=\"Trebuchet MS\">The first employment bonus is awarded for a period of 12 months.<\/font><\/p>\n<p style=\"margin-left: 40px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">2.\u00a0\u00a0 <u><b>\u00a0the first installment bonus<\/b><\/u><br \/>\n &#8211; persons registered as unemployed to employment agencies that are<br \/>\nemployed according to the law, in another locality located more than 50<br \/>\nkm away from the locality in which they are domiciled or residence, and<br \/>\nas a result of this, they change their domicile or establish their<br \/>\nresidence in the respective locality or in the neighboring localities.<br \/>\nThe installation bonus is granted as follows:<\/font><\/p>\n<p style=\"margin-left: 80px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0<br \/>\n \u00a012.500 lei for people registered as unemployed with the employment<br \/>\nagencies and who are employed according to the law in another locality<br \/>\nand, as a result of this, change their domicile \/ residence;<\/font><\/p>\n<p style=\"margin-left: 80px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0<br \/>\n \u00a015.500 lei for persons registered as unemployed with the employment<br \/>\nagencies and who are employed according to the law in another locality<br \/>\nand as a result of this they change their domicile \/ residence, if they<br \/>\nare accompanied by family members within the meaning of Law No. 287\/2009<br \/>\n on the Civil Code, republished, and in the case of the one-parent<br \/>\nfamily, if they are accompanied by the child or the dependent children;<\/font><\/p>\n<p style=\"margin-left: 40px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">If<br \/>\n both spouses are eligible for the first installation, one will receive<br \/>\nthe sum of 12,500 lei and the other will receive a first installation in<br \/>\n the amount of 3,500 lei.<\/font><font style=\"font-size: 14px\" face=\"Trebuchet MS\"><br \/><\/font><\/p>\n<p style=\"margin-left: 40px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">Installation<br \/>\n bonuses, in the amounts quoted above, are granted in two installments:<br \/>\n50% of the amount set at the time of installation and 50% after the<br \/>\nexpiry of the 12-month period after employment.<\/font><\/p>\n<p><font style=\"font-size: 14px\" face=\"Trebuchet MS\"><\/p>\n<p style=\"margin-left: 40px\">By<br \/>\n way of exception, if the employer or the local or central public<br \/>\nauthorities provide for a dwelling or the corresponding expenses from<br \/>\nthe employer&#8217;s funds or public funds, the installment is granted in a<br \/>\ndifferent amount as follows:<font style=\"font-size: 14px\" face=\"Trebuchet MS\"><br \/><\/font><\/p>\n<p style=\"margin-left: 80px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022 3,500 lei for each spouse\u00a0 who qualifies for the installation bonus.<\/font><font style=\"font-size: 14px\" face=\"Trebuchet MS\"><br \/><\/font><\/p>\n<p style=\"margin-left: 80px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022<br \/>\n 6,500 lei for people who change their domicile or residence and are<br \/>\naccompanied by family members and the one-parent family, when<br \/>\naccompanied by the child or dependent children;<\/font><\/p>\n<p><\/font><\/p>\n<p style=\"margin-left: 80px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022 3,500 lei for people who change their domicile or residence;<\/font><\/p>\n<p style=\"margin-left: 40px\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">The installation bonus, established by the exceptions, is granted in one tranche at the time of installation.<\/font><\/p>\n<p style=\"margin-left: 40px;text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">3.\u00a0\u00a0 \u00a0<u><b>the relocation bonus<\/b><\/u><br \/>\n &#8211; people registered as unemployed to employment agencies that can be<br \/>\nemployed according to the law in another locality located more than 50<br \/>\nkm away from the locality where they have their domicile or residence<br \/>\nand, of this fact, change their domicile or establishes their residence<br \/>\nin that locality or in its neighboring, receive a non-taxable relocation<br \/>\n bonus from the unemployment insurance budget equal to 75% of the amount<br \/>\n intended to cover the expenses for housing in the new home or new<br \/>\nresidence, but not more than 900 lei per month for a period of 36<br \/>\nmonths.<\/font><\/p>\n<p style=\"text-align: justify;margin-left: 40px\"><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">The activation bonus can be combined with the insertion bonus and the first installment\u00a0 bonus.<\/font><\/b><\/i><\/p>\n<blockquote>\n<p style=\"text-align: justify\"><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">The<br \/>\n full-time mobility bonus is granted for full-time workers for a period<br \/>\nof at least 12 months. The first employment and the first installment<br \/>\nbonuses, referred to as mobility bonuses, do not cumulate.<\/font><\/b><\/i><\/p>\n<\/blockquote>\n<blockquote>\n<p style=\"text-align: justify\"><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">Please<br \/>\n note that the first installment bonus is also granted to Romanian<br \/>\ncitizens who have exercised their right to free movement of workers<br \/>\nwithin the European Union and the European Economic Area for a period of<br \/>\n at least 36 months in the amounts set by law if they fulfill the<br \/>\nfollowing conditions:<\/font><\/b><\/i><\/p>\n<\/blockquote>\n<p style=\"margin-left: 80px;text-align: justify\"><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0<br \/>\n \u00a0the domicile on the territory of Romania to which they return or the<br \/>\nnew domicile, the new residence which they establish on the territory of<br \/>\n Romania as a result of their return to Romania is in the locality in<br \/>\nwhich they are employed or in the neighboring localities;<\/font><\/b><\/i><\/p>\n<p style=\"margin-left: 80px;text-align: justify\"><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0<br \/>\n \u00a0they are registered with the County Employment Agencies in whose<br \/>\nterritorial jurisdiction they have their domicile\/residence;<\/font><\/b><\/i><\/p>\n<p style=\"margin-left: 80px;text-align: justify\"><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0<br \/>\n \u00a0the months that represent the period of at least 36 months in which<br \/>\nthey exercised the right to free movement in one or more States within<br \/>\nthe European Union and the European Economic Area, prior to their return<br \/>\n to Romania, are consecutive;<\/font><\/b><\/i><\/p>\n<p style=\"margin-left: 80px;text-align: justify\"><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0<br \/>\n \u00a0are Romanian citizens during the period when they exercised their<br \/>\nright to free movement of workers within the European Union and the<br \/>\nEuropean Economic Area;<\/font><\/b><\/i><\/p>\n<p style=\"margin-left: 80px;text-align: justify\"><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0<br \/>\n \u00a0have a document or any other document issued by a public authority of<br \/>\nthe State or States within the European Union and the European Economic<br \/>\nArea in which they exercised their right to free movement of workers<br \/>\nwithin the European Union and the European Economic Area for a period of<br \/>\n at least 36 months attesting that they have had their domicile or<br \/>\nresidence in that Member State or have exercised their right of legal<br \/>\nresidence on the territory of that State (s);<\/font><\/b><\/i><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\"><br \/><\/font><\/b><\/i><\/p>\n<p style=\"margin-left: 80px;text-align: justify\"><i><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0 \u00a0is employed on a full-time work contract for at least 12 months.<\/font><\/b><\/i><\/p>\n<p><u><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">To find out the rules of according mobility style=\"font-size: 14px\" face=\"Trebuchet MS\">NAE<br \/>\n manages the settlement of requests for the issuance of unemployment<br \/>\ninsurance certificate forms, the certification of the income of the<br \/>\nfamily members of an unemployed person in another Member State of the<br \/>\nEuropean Union or the maintenance of the right to unemployment benefits<br \/>\nof a person moving to another Member State of the European Union to look<br \/>\n for a job.<\/font><\/p>\n<p><b><font style=\"font-size: 14px\" face=\"Trebuchet MS\">What is the aggregation of insurance periods?<\/font><\/b><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0<br \/>\n \u00a0If a person has worked in at least two EU\/EEA Member States and has<br \/>\nbeen insured for unemployment, he\/she can benefit from unemployment<br \/>\nbenefits by aggregating the insurance periods completed in all the<br \/>\ncountries in which he\/she worked.<\/font><\/p>\n<p style=\"text-align: justify\"><font style=\"font-size: 14px\" face=\"Trebuchet MS\">\u2022\u00a0\u00a0<br \/>\n \u00a0Unemployment benefits are required, with certain exceptions, in the<br \/>\nstate where the worker was last insured (last job) and not in the State<br \/>\nof origin.<\/font><\/p>\n","protected":false},"excerpt":{"rendered":"<p>useful
